What is the timeline for construction and occupancy of Tedford Housing’s new emergency housing facility?
We expect to break ground in 2024, build the new facility over the course of a year, and begin operations in 2025. Having raised over $8M in cash and pledges toward our $8.3M goal, we have selected a construction management firm and are in conversation with prospective lenders about a short-term financing agreement.
Why is Tedford Housing incorporating both emergency shelters in a single building?
Tedford’s current adult shelter, family shelter, and administrative offices are located at three separate sites, each of which has serious facilities challenges that limit our ability to meet our mission. Meanwhile our region has long needed expanded shelter capacity to support more of our neighbors who are contending with housing insecurity and homelessness. Consolidating our shelters and administrative operations under one roof is the most efficient way for Tedford to expand its capacity and improve the quality of our programs. The new facility features separate secure wings for the adult and family shelters, and has been thoughtfully designed to ensure the safety and security of everyone in the building. Our staff’s proximity to one another will improve communication and coordination to make the entire organization more nimble, collaborative, and effective.
What will Tedford do with its current shelter buildings?
Tedford’s family shelter (located on Federal Street in Brunswick) is owned by the Brunswick Topsham Housing Authority (BTHA, formerly BHA). BTHA will decide the next use of that building after Tedford’s family shelter moves to the new facility. A local agency is consulting BTHA and Tedford about possibly rehabilitating the building to provide a residential program for a particular underserved population.
The adult shelter on Cumberland Street in Brunswick is owned by Tedford. Once we have transitioned into the new facility, that building will no longer be needed as an emergency shelter, and Tedford is considering a range of options for the future of this site. We anticipate committing to a course of action for that site by the end of 2024.
How will Tedford Housing address transportation for shelter guests and clients?
The location of Tedford’s newhome offers convenient access to key resources for healthcare, employment, shopping, and education, located at Cook’s Corner and Brunswick Landing. The Brunswick Link bus will be a key resource, and it will be accessible via a short, four-season ADA-accessible path connecting our property to the bus stop at Walmart. The Link also provides ADA Demand Response curb-to-curb service for guests who have mobility challenges and qualify for the service; they will not have to walk or wait at one of the fixed route bus stops.
We will continue to use local taxi services when necessary to transport our guests and we are considering purchasing a vehicle that can be used for transportation of guests. Plenty of parking will be available for guests who have vehicles and bicycle racks will be provided for those who ride bicycles.

How will Tedford afford the cost of this expansion?
Our new facility increases shelter capacity by 60%, and we estimate that operating it will entail a 30-40% increase in annual expenses including utilities, staff salaries, etc. With our capital campaign, Tedford has raised unprecedented funding to support our mission. We have adopted robust fundraising approaches that are new for our organization, and we anticipate meeting our campaign fundraising goal so that we can transition to the new building without carrying a mortgage. Meanwhile, our ambitious new Development strategy will build on the practices and insights of the capital campaign, leveraging its gains for strong operating support going forward. We will continue to work hard to secure funding from generous individual donors, foundations, corporations, and government sources.
What services will Tedford offer on-site in its new building?
Tedford’s case managers work closely with every guest and client so they can access services, understand the causes of their housing crisis, and achieve permanent, stable housing. The design of Tedford’s new facility enhances our program by providing critically needed offices for confidential case management meetings; improved shared spaces for community-building; and flexibility for partner agencies to provide limited on-site services (eg counseling, tutoring). However, generally we will continue to refer guests to nearby off-site providers for medical care, job training, childcare, etc. We will continually assess our program model and consider what enhancements would best serve our guests.
Who will use Tedford Housing’s new facility?
Our guests at the new emergency housing building will be both families and individual adults who are experiencing homelessness. We primarily serve the residents and communities of Northern Cumberland, Sagadahoc and Lincoln counties but our guests can come from anywhere in Maine.
Most of Tedford Housing’s staff will work at the new facility, although our programs will continue to include supportive housing and outreach case management located in other towns. Those tenants and clients may occasionally meet with staff at the new facility.
How will Tedford staff its expanded facility?
As we expand our programs, we are focused on maintaining and enhancing their quality. Transitioning to the new facility, we will add several new case management and shelter attendant positions to supervise the shelter and support guests. We are also developing positions for volunteers to support both administrative and client-facing activities. Stay tuned for more details on volunteer roles in Tedford’s new home.
